The phrase "a substantial alignment of" is correct and usable in written English.
It can be used when discussing the agreement or coordination between multiple elements, such as ideas, strategies, or groups.
Example: "The project requires a substantial alignment of resources and efforts from all departments to ensure its success."
Alternatives: "a significant agreement of" or "a considerable coordination of".
Nevertheless, despite these differences, there is still a substantial alignment between the opinions of public funders and entrepreneurs.
