The phrase "a set of poorly" is not correct and seems to be incomplete.
It could be used in a context where you are describing a collection of items or situations that are poorly executed or of low quality, but it requires additional words to be grammatically correct.
Example: "The report presented a set of poorly constructed arguments that failed to convince the audience."
Alternatives: "a collection of inadequate" or "a group of subpar".
