The phrase "a relatively higher quantity of" is correct and usable in written English.
It can be used when comparing quantities in a way that indicates one is greater than another, but not by a large margin.
Example: "In this study, we found a relatively higher quantity of participants who preferred option A over option B."
Alternatives: "a greater amount of" or "an increased quantity of".
