The phrase "a reference of what" is not standard in written English and may sound awkward.
It could be used when asking for clarification about the subject of a reference, but it is better to rephrase it for clarity.
Example: "Can you provide a reference of what you mean by that statement?"
Alternatives: "a reference to what" or "a reference regarding what".
