The underlying issue, Cappelli shows, is that employers tend to let the perfect become the enemy of the good: seeing an overwhelming number of reasonable applicants makes them less likely to pick one.
If an assumption is deemed reasonable, applicants proceed by treating it as fact.
Unless an applicant has requested a reasonable accommodation, we expect all applicants to interview via Skype.
If an applicant does not carry out the program of interrelated projects within a reasonable time, for reasons within the control of the applicant, the applicant shall repay all Federal funds provided for the program, and any reasonable interest and penalty charges that the Secretary may establish.

It should require companies to be federally registered, outline standards for accuracy, make sure that job applicants have a reasonable time to respond to erroneous reports and seek monetary and other penalties from companies that flout the law.
