The phrase "a rational perception" is correct and usable in written English.
It can be used when discussing a viewpoint or understanding that is based on reason and logic rather than emotion or intuition.
Example: "Her analysis of the situation was grounded in a rational perception, allowing her to make sound decisions."
Alternatives: "a logical viewpoint" or "a reasoned understanding."
And there are many arguably moral actions that have nothing to do with empathy or even sympathy – paying one's taxes, or picking up litter are not glamorous activities but they stem from a rational perception of what is for the general good.
