The phrase "a rather lower level" is not correct in standard English usage.
It can be used when discussing a comparative degree of something that is lower than another level, but the phrasing is awkward.
Example: "The project was completed at a rather lower level of quality than expected."
Alternatives: "a significantly lower level" or "a somewhat lower level".
