The phrase "a rather low ratio" is correct and usable in written English.
It can be used when discussing proportions or comparisons that are below an expected or average level.
Example: "In our recent analysis, we found that the conversion rate was a rather low ratio compared to industry standards."
Alternatives: "a relatively low ratio" or "an unusually low ratio".
