The phrase "a pure change" is correct and usable in written English.
It can be used to describe a change that is complete, unadulterated, or without any mixed elements.
Example: "The new policy represents a pure change in our approach to sustainability, focusing solely on renewable resources."
Alternatives: "an absolute change" or "a complete change".
Only Denmark exhibits a pure efficiency change score that is below 1, whereas Germany, Hungary, Latvia, Austria, and Slovakia show positive values (although the magnitude is low).
