The phrase "a proportion rate" is not commonly used in written English and may be considered awkward.
It can be used when discussing a specific rate that represents a proportion of a whole, but it is better to use more standard terminology.
Example: "The proportion rate of students passing the exam has increased this year compared to last year."
Alternatives: "proportion percentage" or "ratio rate".
