The phrase "a proportion much lower" is correct and usable in written English.
It can be used when comparing quantities or percentages to indicate that one is significantly less than another.
Example: "The survey results showed a proportion much lower than expected in the younger demographic."
Alternatives: "a significantly lower proportion" or "a much smaller percentage".
