The phrase "a proportion equal to or" is correct and usable in written English.
It can be used in contexts involving comparisons, ratios, or mathematical expressions where you want to indicate that something is either equal to or greater than a certain value.
Example: "The study found that a proportion equal to or exceeding 30% of participants reported feeling satisfied with the service."
