The phrase "a proper evidence" is not correct in English.
The word "evidence" is an uncountable noun and should not be preceded by the article "a." You can use the term "proper evidence" when discussing the quality or appropriateness of evidence in a legal or academic context, but it should not include "a."
Example: "The court requires proper evidence to support the claims made by the prosecution."
Alternatives: "adequate evidence" or "sufficient evidence."
