The phrase "a problem of governance" is correct and usable in written English.
It can be used when discussing issues related to the management, administration, or decision-making processes within an organization or government.
Example: "The recent scandal has highlighted a significant problem of governance within the local council."
Alternatives: "an issue of governance" or "a governance challenge".
It's a problem of governance".
Then there is also a problem of governance.
DANIEL GROS calls for a "European Monetary Fund" to address the current crisis but this is a technocratic solution for what is essentially a problem of governance.
