The phrase "a priority based" is not correct as it is incomplete.
It can be used in contexts where you want to describe something that is determined by or organized according to priorities.
Example: "We need to implement a priority-based system to manage our tasks effectively."
Alternatives: "priority-driven" or "priority-oriented".
