The phrase "a perceived norm" is correct and usable in written English.
It can be used when discussing societal expectations or standards that are understood or interpreted by individuals, even if they may not be universally accepted.
Example: "In many cultures, a perceived norm is that success is measured by wealth and status."
Alternatives: "an assumed standard" or "a recognized expectation".
