The phrase "a pass criterion" is correct and usable in written English
You can use it when you are looking to explain a specific standard or qualifications that are necessary to pass a certain activity or test. For example, "To pass the course, students must achieve an 80% grade average and submit a research paper, which will both count heavily towards their overall pass criterion."
