The phrase "a normative issue" is correct and usable in written English.
It can be used when discussing topics that involve judgments about what is right or wrong, or what ought to be done.
Example: "The debate surrounding climate change is not just a scientific matter; it is also a normative issue that raises questions about our ethical responsibilities."
Alternatives: "an ethical concern" or "a moral question".
The other, a normative issue, requires a demonstration that happiness is indeed something government ought to maximize.
