The phrase "a normal month" is correct and usable in written English.
You can use it when referring to a month that is typical or average in terms of events, activities, or duration.
Example: "In a normal month, we usually see a steady flow of customers at the store."
Alternatives: "an average month" or "a typical month".
But I have a simpler proposal that won't lead to chaos or rioting in the streets, and will correct the historical injustices against February: move the last day of January and the last day of March into February to make it a normal month with 30 days, and a respectable 31 on leap years.
