The phrase "a new question of" is correct and usable in written English.
It can be used when introducing a topic or issue that requires further exploration or consideration.
Example: "In light of recent events, we are faced with a new question of ethics in technology."
Alternatives: "a fresh inquiry into" or "a novel issue regarding".
