Shekalaghe 2011 TZA reports a background rate of bed net use of 25.1% to 36.1% during the study period and an ongoing trachoma control programme; von Seidlein 2003 GMB did not report on ITN or IRS use in the study areas.
Their understanding of the net use of resources has been very poor.
