The phrase "a negative target" is correct and usable in written English.
It can be used in contexts where you are discussing goals or objectives that are undesirable or harmful.
Example: "In our analysis, we identified a negative target that could impact our overall strategy if not addressed."
Alternatives: "an undesirable goal" or "a harmful objective".
