The phrase "a maximum rent" is correct and usable in written English.
It can be used when discussing the highest allowable rent for a property or rental agreement.
Example: "The landlord has set a maximum rent of $1,500 per month for the apartment."
Alternatives: "a cap on rent" or "the highest rent allowed".
This means setting a maximum rent, getting any documentation ready and raising the deposit in advance to avoid any stumbling blocks.
At the same time that it strives to reduce the taxes of the wealthy, it plans to increase the rent poor people pay in federal housing by making a maximum rent the minimum and doing away with rent ceilings (news article, Feb. 11).
Target rents define a "maximum" rent, and the Homes and Communities Agency value-for-money regulatory standard expects all landlords to take "a view in the round of the optimum sustainable performance of all their assets – including for example financial, social and environmental returns – in the context of meeting their organisation's purpose and objectives".
The Dutch Housing Act determines that housing associations can only increase the rent for social housing once a year by a certain fixed percentage (2.5% in 2015, up to a maximum rent of €710.68 a month) and, linked to specific conditions, after measures have been taken to improve a dwelling, e.g. through the installation of solar PV panels.

"The renters are obliged to pay 30percentt of their income in rent, with a maximum possible rent of around $400," Mr. Adelmann said, adding that income includes housing allowances from social-service agencies.
