The phrase "a markedly lower frequency" is correct and usable in written English.
It can be used to describe a significant decrease in the occurrence or rate of something, often in scientific or statistical contexts.
Example: "The study revealed a markedly lower frequency of the disease in vaccinated individuals compared to those who were not vaccinated."
Alternatives: "a significantly reduced frequency" or "a considerably lower rate".
