The phrase "a machine will be running up" is not correct in standard written English.
It may be intended to convey that a machine will be starting or initiating a process, but the wording is awkward and unclear.
Example: "The factory will be operational soon, as a machine will be running up to begin production."
Alternatives: "a machine will be starting up" or "a machine will be powering up."
