The phrase "a lower decline" is not correct and may be confusing in written English.
It can be used when discussing a decrease that is less severe than another decline, but the redundancy of "lower" and "decline" makes it awkward.
Example: "The company experienced a lower decline in sales this quarter compared to the previous one."
Alternatives: "a smaller decrease" or "a milder drop".
