The phrase "a low quality group" is correct and usable in written English.
It can be used to describe a group that does not meet certain standards or expectations in terms of performance, skills, or characteristics.
Example: "The project suffered due to the lack of expertise in a low quality group that was assembled for the task."
Alternatives: "an inferior group" or "a subpar group".
