The phrase "a level of advance" is not standard in written English and may cause confusion.
It could be used in contexts discussing progress or development, but it would be clearer to use more conventional phrases.
Example: "The project has reached a level of advance that allows us to begin testing."
Alternatives: "a stage of progress" or "a degree of advancement."
