The phrase "a judgment saying" is not correct in standard written English.
It may be used in contexts discussing legal or evaluative statements, but it is awkward and unclear.
Example: "The court issued a judgment saying that the evidence was insufficient for a conviction."
Alternatives: "a ruling stating" or "a decision indicating".
