The phrase "a higher quality staff" is correct and usable in written English.
It can be used when discussing the caliber or standard of employees within an organization or team.
Example: "To improve our services, we need to recruit a higher quality staff that can meet the demands of our clients."
Alternatives: "a more skilled workforce" or "a superior team".
