The phrase "a further tier" is correct and usable in written English.
It can be used when discussing additional levels or layers in a hierarchy, structure, or system.
Example: "The organization has implemented a further tier of management to improve efficiency and communication."
Alternatives: "an additional level" or "a subsequent layer".
