The phrase "a function of duty" is correct and usable in written English.
It can be used to describe an action or responsibility that is inherently tied to one's obligations or roles.
Example: "As a leader, making tough decisions is often a function of duty that cannot be avoided."
Alternatives: "an obligation of duty" or "a responsibility of duty".
