The phrase "a function of delay" is correct and usable in written English.
It can be used in contexts where you are discussing how something changes or is influenced by the amount of delay involved.
Example: "The performance of the system is a function of delay, which affects the overall efficiency of the process."
Alternatives: "dependent on delay" or "related to delay".
