The phrase "a fully considered" is correct and usable in written English.
It can be used when discussing something that has been thoroughly thought out or evaluated.
Example: "After a fully considered analysis of the situation, we decided to proceed with the project."
Alternatives: "a thoroughly thought-out" or "a well-considered".
