The phrase "a flat relation" is correct and usable in written English.
It can be used to describe a relationship that lacks depth, complexity, or emotional engagement.
Example: "Their friendship had become a flat relation, devoid of the warmth and connection they once shared."
Alternatives: "a superficial relationship" or "a shallow connection".
