Analysis at 1 and 6 months will cover, for all such events, and those coded as a fall: the proportion of patients that call 999, attend ED, get admitted or die; survival analysis of the time to the first subsequent emergency contact; the mean number of further emergency contacts adjusted for time at risk, excluding days in hospital or after death; and recurrent event analysis where feasible.
The need for more rational choices in weapon programs and in the deployment of scarce resources increased as the defense budgets grew in absolute size (though falling as a proportion of a growing GDP).

It adds that the chancellor could cancel the planned cuts to tax credits without any revenue raising measures and still meet his two main fiscal objectives of debt falling as a proportion of GDP and a £10bn surplus by 2019-20.
"In the autumn statement we set out a plan to get debt falling as a proportion of GDP by 2016-17 and to get the current structural deficit in balance a year later," Clegg said at Mansion House in the City of London.
They are to ensure that debt is falling as a proportion of national income every year, except in a recession, and to ban borrowing for day-to-day government expenditure, leaving room for borrowing for capital spending if the first rule is met.
They also want to see debt falling as a proportion of GDP.
In a supplementary target to the fiscal mandate in 2010, Osborne announced that debt should be falling as a proportion of GDP by 2015-16.
In the same speech, he promised "to eliminate the structural deficit... [and set] national debt falling as a proportion of national income..
Osborne had pledged to eliminate the structural budget deficit by 2014-15 and to see debt falling as a proportion of GDP by 2015-16.
