The phrase "a deficit was observed" is correct and usable in written English.
It can be used in contexts such as reports, analyses, or discussions where a lack or shortfall in something is being noted or documented.
Example: "In the financial report, it was noted that a deficit was observed in the quarterly budget."
Alternatives: "a shortfall was noted" or "a deficiency was detected."
