The phrase "a considerably smaller fraction" is correct and usable in written English.
It can be used when comparing quantities or proportions, indicating that one part is significantly less than another.
Example: "In the recent survey, a considerably smaller fraction of participants reported feeling satisfied with the service compared to last year."
Alternatives: "a significantly smaller portion" or "a notably reduced share".
