The bodies of the prosecutor, Fred Capps, 46, a commonwealth's attorney in southern Kentucky, and the assailant, Eddie Vaughn, 49, were found inside Mr. Capps's home.
After the report was released, he said in a statement, "There was no legal requirement to refer my own filings to a commonwealth's attorney to review, but I did it because I wanted to be completely transparent with the public".
