The phrase "a better rule" is correct and usable in written English.
You can use it when comparing rules or guidelines, indicating that one is superior to another.
Example: "After reviewing the previous guidelines, we have decided to implement a better rule for our team meetings."
Alternatives: "an improved guideline" or "a superior regulation".
But a better rule is, keep an eye on your own spawn.
