The surcharges were a violation of the UN Oil For Food programme, by which Iraq was allowed to sell heavily discounted oil to raise money for food and humanitarian supplies.
Passed last spring and implementing in just a few short weeks on August 7th the bill sets up a fund for restorative justice with a $10 surcharge on all violations excluding traffic.
But the cigarette tax, the pension refinancing, debt restructuring, a parking violation fine increase and a 911 surcharge on noncellular telephones will be included, legislative and city officials said.
In 2003, the state raised its surcharge on all parking violations to $15 from $5. "It now takes an average of about two tickets to reach the tow threshold of $230 ,whereas it used to take three tickets," said Sam Miller, an assistant commissioner in the Department of Finance.
Under its policy, the city will only seize vehicles that owe more than $230 on outstanding tickets, which is equal to the maximum fines that can be imposed for two parking violations, including penalties and surcharges.
"Within my department, there may have been inappropriate conversations in violation of company policy in relation to long-haul fuel surcharges," Mr. George said in the statement.
These figures do not include a surcharge of $10 for every parking ticket and $15 for every moving violation that was added in 2001.
