From its involvement in Wikileaks and Scientology, to its decision to display the details of Kim Kardashian's bank account just for the "lulz", they seem to swing wildly from the pursuit of justice to the causing of chaos.
In August 1958, the government sought to install these powers within an act, allowing officers to make arrests and conduct searches without warrants, and to open fire, "even to the causing of death," upon anybody suspected of breaking the law.
The act gives the armed forces the unhindered right to arrest people and enter any building without a warrant and "fire upon or otherwise use force, even to the causing of death, against any person who is acting in contravention of any law".
Thus, we need not assume any additional cause for the hole beyond that assumed for the causing of the cake.
Whatever else the word may have meant, its ordinary use over more than two centuries has typically indicated two things: violence and intimidation (the causing of great fear or terror, terrorizing).
