The transaction ends a court battle that stems from a tax overpayment made in the sale of the state-owned railroad in 1997.
"This bill is the centerpiece of our efforts to reduce the tax overpayment by American families," said the chairman of the Senate Finance Committee, William V. Roth Jr., Republican of Delaware.
The 27-page report, dated Sept. 14 but only released this week, complained the IRS doesn't keep good records on who authorizes manual refunds, which generally are those not triggered automatically by the filing of a tax return claiming tax overpayment but by an agency worker.
"And that is to fix whatever is broken — and it seems we are finding a lot of that". He also said the city is exploring options for making rebates to residents for their retirement tax overpayment.
The county is also hurt by the fact that it is legally responsible for refunding tax overpayments to school districts and towns, when the county's share of the average tax bill is only about 19percentt.
He also said a judgment in favor of the homeowners would have been an enormous help to a class action suit against the county that also charges discrimination and demands that the county refund all tax overpayments.

If the high court invalidates DOMA, legally married same-sex couples will be able to file claims for refunds of federal tax overpayments, said Janis Cowhey McDonagh, a partner at Marcum LLP in New York and a specialist in the firm's national LGBT and non-traditional family practice.
