Driverless cars will need to be protected from hackers who could take control of vehicles to cause chaos on the roads, cyber security and transport experts have warned.
"Their view is that there are no rules of the road in cyber," General Dempsey noted.
The Secretary of State, Hillary Clinton, said Thursday a global effort was needed o establish "rules of the road" for cyber activity.
Common rules of the road on cyber security is one such area.
At the same time, policy makers in many countries are calling for "rules of the road" to regulate cyber conflict.
There are 78 million cars on the road with an embedded cyber connection, a feature that makes monitoring customers easier, according to ABI Research.
"An Israeli citizen, [Shalon] allegedly teamed up with a Russian hacker who is now also in U.S. custody, raising the prospect that Shalon could provide U.S. prosecutors with a road map to Russian cyber crimes, how criminal hackers interact with that country's intelligence services, or both," the story notes.
