The aims of the workshops included: 1). the detailed planning for the proposed project 2) the development of course materials and design of monitoring and evaluation activities and 3) the design of the public and policy engagement activities that would ensure project buy-in and sustainability.

These projects reveal that buy-in to policy proposals may be enhanced by participation, but there is a risk of participants being overwhelmed by the complexity of the choices they are being asked to make.
We need to find a balance between supporting the organization, as the developer and implementer of the project, while garnering greater buy-in from the community.
Furthermore, the project-based portion of the QI curriculum required hospital staff with appropriate projects that could be finished within a twelve-month period, while implementation of these projects required hospital and institutional "buy-in" to support and allow projects to go ahead.
