'Is it usable?' is a perfectly correct and usable sentence in written English.
You can use it when you want to ask if something can be used or is capable of being used. For example: "Is this laptop still usable?".
A U R I ap is re-usable, i.e., it can be used for protecting multiple operations stored in various CPs.
