"I not drunk" is not correct and not usable in written English.
A correct and usable version would be "I am not drunk." This can be used in any situation where you want to express that you are not intoxicated, for example: - "I am not drunk, I just have a slight headache from the loud music." - "I'm sorry officer, but I assure you I am not drunk." - "I can't believe you thought I was drunk, I am not even close to being intoxicated."
