Never mind that these exceptional-access proposals likely all have serious shortcomings, whether technical and/or (as I observed on Twitter) practical.
With all that said, Cindy Cohn of EFF, who was on the day's first panel and stayed for the exceptional-access proposals, raised a note of caution that I think is worth repeating here.
The proposal is exceptional, the result of incredible teamwork.
But she evidently did an exceptional job selling the proposal, because several publishers scrambled to comply.
Thus, unsurprisingly, every time a "new" technical proposal for exceptional access comes along, it turns out to have flaws.
Each recommender should describe the ways in which s/he considers your proposal to be exceptional and should endorse, with a fair degree of specificity, the timetable for completion and your travel plans.
