Basque Fatherland and Liberty — or Euzkadi Ta Askatasuna — was designated a foreign terrorist organization by the State Department in 1997 and operates in northern Spain and southwestern France, as explained in Chapter 6 of the State Department's 2013 Country Report on Terrorism.
