"Westerners will see a different world," Mr Dematra told the Agence France-Presse.
From 100 to 125 babies are adopted through the agence every year.
Mr. Enderlin told the Agence France-Presse news service on Sunday, "We are ready for an independent public inquiry".
They chose to use the Agence France-Presse photograph in question, he said, because of its journalistic significance.
